We co-design waste management systems with regional and local governments, businesses, and community members, building capacity and trust between local partners and stakeholders. We create technical and scientific integrated waste master plans that encompass entire regencies/districts and local communities, using the Integrated Sustainable Waste Management (ISWM) methodology. An Integrated Sustainable Waste Management Plan is a smart and inclusive approach to managing waste efficiently while protecting the environment. Unlike traditional methods that focus only on waste collection and disposal, ISWM combines waste management systems (collection, recycling, and disposal) with governance strategies (stakeholder involvement, financial sustainability, and supportive policies).

We reduce risks through mobilizing local stakeholders and delivering systems that can be operated independently for generations. We address the critical risks associated with unsustainable waste management. In many communities, waste is often improperly handled — dumped openly or openly burned — leading to significant pollution of our air, water, and land. This mismanagement not only contributes to climate change through the release of greenhouse gases but also creates severe public health hazards and degrades local ecosystems. Inadequate waste management systems reduce economic opportunities by failing to recover valuable materials and by overburdening local infrastructures. The CLOCC approach aims to mitigate these risks by empowering communities to develop tailored, sustainable waste management systems while actively collaborating with local, state, and national authorities.

We implement the waste master plans with local communities, creating and sustaining circular and dignified jobs in resource recovery. CLOCC implements waste master plans by engaging stakeholders at all levels—from national and regional policymakers to local communities and informal waste workers. This holistic approach ensures waste management solutions are both locally driven and aligned with broader national strategies and policies, creating lasting and scalable impact.  CLOCC integrates bottom-up community-led initiatives with top-down policy engagement. At the grassroots level, local communities are empowered to design and implement waste management systems tailored to their specific needs. At the regional and national levels, CLOCC collaborates with governments, municipal authorities, and policymakers to shape regulations, influence strategic planning, and ensure that local successes inform broader policy frameworks.
